WITH A FOREIGN NATIONAL, THIS WOULD BE SOMEONE WITHOUT ANY TYPE OF DOCUMENTATION ALLOWING THEM TO WORK OR LIVE PERMANENTLY IN THE US AND/OR WITHOUT A SOCIAL SECURITY CARD.
